I believe that NASCAR rules around provisionals and rainouts cause a number of "start & parks." If a team does not enter every race, regardless of sponsorship then they lose the benefit of being in the top 35. If a team drops too low in the points then they are in trouble if qualifying rains out. In the case of the Nationwide and Truck Series where the cost to operate now far exceeds Sponsorships, teams are "hanging on" in the hopes that NASCAR will bring costs back in line with reality or in hopes that they will find more Sponsorship as the economy improves.
A solution: Let everyone who arrives start the race but only pay the top 43 finishers (guarantee a purse to the top 35 in points if you would like). This will allow all teams to guarantee a potential Sponsor that they will be in the race while eliminate the "start & park" for net profit phenomenon.
